Belgium does not use one national low-emission registration for every city. Brussels has its own system, while Antwerp and Ghent share a Flemish registration. That distinction matters when the rental car has a foreign plate.

Separate Brussels from the Flemish zones
Brussels requires foreign-registered vehicles to be registered before entering its low-emission zone, apart from vehicles registered in the Netherlands. Registration is free and remains valid for five years. The Brussels authority allows completion before entry or within five days afterward, but doing it in advance gives you time to correct a plate or document error.
Antwerp also requires most foreign plates to register. Its registration applies in the Flemish low-emission zones, including Ghent, but it does not cover Brussels. A successful Brussels submission therefore cannot be reused as an Antwerp record.
Ask for the registration certificate
The online forms need facts that may not appear on the key tag: plate, country, fuel, Euro emissions standard and vehicle category. Ask the rental company for the registration certificate or a clear copy before driving away.
Check the entered plate character by character. A valid vehicle can still be treated as unregistered when the plate or country code is wrong.
Save both confirmations
Keep a screenshot or PDF showing the submitted plate and validity. Store the Brussels and Flemish confirmations under separate names so a roadside question does not become a search through email.
Check the assigned car, not the booked class
A reservation for a compact petrol car is not proof of the vehicle delivered. Rental companies can substitute a diesel, van-based passenger model or larger category at collection.
The Antwerp checker states that, under its 2026 rules, Euro 5 and Euro 6 diesel vehicles and Euro 2 through Euro 6 petrol vehicles may enter. Use the current checker for the actual plate and technical details because later rule stages can change.
Treat city permits as another layer
Low-emission eligibility does not open pedestrian streets, bus gates or resident-only access. A navigation route may lead through a camera-controlled street whose restriction has nothing to do with emissions.
Follow the physical sign. If the hotel sits inside a controlled area, ask for the written arrival route and confirm whether staff must register the plate.
Record the handover mileage
Photograph the plate, windscreen, fuel level, mileage and every panel at collection. Include any environmental sticker already fitted. These records help identify which car was assigned on a given date.
Plan the last kilometre before departure
Central Brussels, Antwerp and Ghent combine trams, cyclists, one-way streets and delivery restrictions. Set a named public garage or park-and-ride as the destination rather than a landmark in the old centre.
Check the garage height against the assigned vehicle, especially with a roof box or people carrier. Save the pedestrian entrance because it may differ from the ramp address.
Read the nearest parking sign
Payment hours and permit rules can change from one block to the next. Read the sign beside the bay, enter the exact rental plate and keep the receipt or app confirmation.
Blue-zone parking can require a parking disc and a displayed arrival time. Confirm that the car carries an approved disc before relying on such a bay.
Photograph the bay at return
Take one image showing the car, bay markings and nearby sign. A second image of the payment screen or exit receipt creates a usable timeline if a notice reaches the rental company later.
Use motorways without assuming every crossing is free
Ordinary Belgian passenger cars do not need a national motorway vignette. That does not make every vehicle or facility free: heavy goods systems, the Liefkenshoek Tunnel and some car parks use separate charges.
For a normal rental car, concentrate on the signed route, tunnel payment method and urban destination. Avoid buying an unofficial “Belgium vignette” offered by a search advertisement.
Leave room around tram rails
In cities, do not stop on rails or follow a tram through a signal intended for public transport. Wet rails can reduce grip for motorcycles and bicycles, and tracks can guide a car wheel away from the chosen line.
Check the mirror and blind spot before crossing a cycle lane to turn. Parked vans often hide a rider until the final metres.
Move the car after the city stay
If the first two days are in Brussels, collect the rental on the morning you leave. Paying for central parking while the car sits unused adds cost and exposes it to more restricted streets.
Close the trip with the paperwork intact
Refuel or charge near the return branch, photograph the final level and request a closed contract. Keep low-emission confirmations, parking receipts and return images until the final card statement is settled.
If an official notice arrives, compare the plate, city, time and location with your records before paying. The rental company’s administration fee can be separate from the authority’s charge.
Build one pre-entry check
Before each large city, confirm the assigned plate, city website, garage address and hotel access instructions. The routine takes a few minutes and prevents one registration from being mistaken for nationwide coverage.
