Romania’s road-use charge is electronic and linked to the vehicle record. A rental may already have valid coverage, but the driver should verify it instead of assuming every company handles it the same way. Mountain-road status is a separate daily check.

Verify the assigned plate on the official portal
Romanian law defines the rovinieta as the right to use the national-road network for a stated period. The official CNAIR portal sells and verifies the electronic record. It also provides access to the separate Fetești bridge tariff service.
Ask the rental company whether the assigned vehicle already has a valid rovinieta and for how long. Then use the plate and identification details required by the official verification page.
Match validity to the whole rental
A record that expires during the trip does not cover the final transfer. Compare the start and end times with the planned return, including a possible extension.
If the company asks you to buy coverage, enter the plate, country and category from the registration papers. Keep the confirmation with the contract.
Check the replacement car again
A vehicle swap breaks the link to the first plate. Photograph the replacement documents and repeat the verification before returning to a national road.
Keep bridge payment separate
The bridge tariff at Fetești-Cernavodă is not the same record as the rovinieta. It matters on the A2 corridor toward the Black Sea, not on every Romanian itinerary.
Use the official portal for the actual route and vehicle. Do not buy a bridge product because a reseller bundles it with a general road charge.
Save the transaction identifiers
Keep the email, screen confirmation or receipt showing the plate, category and validity. A screenshot should include enough context to identify the official service.
Store the file offline. Mountain and rural coverage can be uneven, and the driver should not need a live inbox to answer a basic document question.
Extend the rental before the record expires
When the rental end date moves, review rovinieta validity, insurance and return instructions together. A verbal extension does not alter the electronic road-use period.
Collect outside the city stay
Bucharest sightseeing rarely needs a rental car. Collect when leaving the city or reserve a garage whose vehicle entrance and hours are confirmed.
At handover, photograph the body, wheels, glass, mileage, fuel or charge level and plate. Ask for the registration and insurance contacts in a form that remains available offline.
Park from the nearest sign
Romanian towns can combine paid zones, resident bays and temporary restrictions. Read the sign beside the space, not a general map legend, and keep the plate-linked payment.
Historic centres may use bollards or access cameras. Set a public car park as the destination and walk to the accommodation when its arrival instructions do not clearly permit entry.
Leave no bags on display
Move luggage into the lodging before a long visit. At a short stop, keep valuables with you rather than rearranging them beside the parked car.
Treat mountain roads as conditional
The high central section of the DN7C Transfăgărășan closes during the cold season and can remain closed because of snow, rockfall or maintenance. Romanian Police traffic notices identify the affected kilometre section and current restrictions.
Do not build a fixed airport transfer around that road. Check official traffic information on the morning of travel and keep an open, lower route ready.
Turn around before the closure point
A navigation app can continue to show a through-route after a gate closes. Follow the barrier and police notice, then use the signed diversion.
Never move a barrier, drive around it or follow another vehicle into a closed section. The absence of snow at the lower approach says little about the summit.
Watch the fuel level in the hills
Fill before a mountain transfer and carry water and a warm layer. A delay from works or weather is easier to manage when the car and passengers are prepared.
Build extra time into ordinary roads
National roads can pass through villages, construction zones and slow traffic. Allow more than the map estimate and avoid planning several timed attractions on a transfer day.
Pass only with a clear legal view and enough room to return. A short straight does not compensate for an unseen junction, horse-drawn vehicle or pedestrian.
Use live police traffic information
Check the Romanian Police Infotrafic service before a mountain or cross-country day. Save any route-specific notice and its publication time.

Finish the return in daylight
Refuel or charge near the branch and photograph the final condition. Ask for a closed agreement, then retain road, parking and return records until the deposit settles.
